The protagonist is Riya, a 17-year-old hacker prodigy. She has accidentally decrypted a file she wasn't supposed to—a "NeonX" black-budget project that weaponizes neural implants to erase memories of government dissent. The file points to a dead-drop location: a literal paan stall at the edge of Sector 7. The stall is run by a man with a metal arm.
