Download: Content is downloaded as encrypted .ccc (Creation Club Content) temporary files.

Merging: The data is unpacked and merged into the game’s data directory, often updating Fallout4.ccc (the master list of active CC plugins).

Load Order Adjustment: The game rebuilds the plugin load order.

From the main menu, go to Mods (not Creation Club).

Let the mod list load fully (sign in if prompted).

Back out to the main menu.
