Ping/traceroute to relay servers; attempt TCP/UDP to known relay ports.

Uninstall Parsec via Settings → Apps.
Delete config folder: %AppData%\Parsec and %LocalAppData%\Parsec (or check ProgramData if present).
Reboot.
Download latest installer and install.
